Oklahoma County's edge is in the meals
The lodging premium of the only Oklahoma line is thin. At $121, the Oklahoma City cap sits $8 above the $113 standard and gained $5 over the year. The M&IE is a different story: $80 against $68, or $12 more per full day. Broken down by GSA, that is $20 instead of $16 for breakfast, $22 instead of $19 for lunch and $33 instead of $28 for dinner. On a two-week posting at a state agency in Oklahoma City, the meal line outgrows the room line from the very first day.
A year-on-year gap that barely moved

Tulsa, Norman and Lawton on the standard line
Tulsa County has no GSA area, so Tulsa, Broken Arrow, Owasso, Bixby, Jenks and Sand Springs are paid the standard $113 and $68. Norman, in Cleveland County, is not part of the listed county either. Among the 33 Oklahoma places of 15,000 or more people in the Census file, 5 fall inside Oklahoma County (Oklahoma City, Edmond, Midwest City, Del City and Bethany) and 28 outside it. Edmond sits in Oklahoma County and takes the city rate; Moore, in Cleveland County, does not. Lawton, in Comanche County, is also a standard-rate stop, as are Enid and Stillwater. A traveler shuttling between Tulsa and Oklahoma City on the same trip changes rate with the hotel: $113 one night, $121 the next, so the claim should list each night with its own cap.
