Per diem in New York for FY2027 covers 19 GSA areas on 4 M&IE tiers, from $74 to $92. The five boroughs form one area with $92 of M&IE and a lodging cap of $358 in September, October, November and December, falling to $189 in January and February. Westchester pays $168, Nassau $172 and Suffolk $163, all flat. Upstate, Saratoga Springs, Glens Falls and Lake Placid spike in July and August. Counties not on the list take the standard $113 and $68. Three nights in Manhattan from October 19 to 22, 2026 reach $1,396.00 at the federal maximum; the same three nights from January 25 to 28, 2027 reach $889.00, a difference of $507.00 caused by the room cap alone. Four price steps inside the five boroughs
The Bronx, Brooklyn, Manhattan, Queens and Staten Island share one GSA line, but its lodging cap is anything but steady. FY2027 sets it at $358 in September, October, November and December; $296 in March, April, May and June; $250 in July and August; $189 in January and February. A traveler booked for the third week of October is allowed $169 more per night than one booked in late January. Last year the range was $179 to $342, so both ends moved up. When a stay straddles February 28 and March 1, the calculator above applies two caps to the same reservation, which is exactly how the GSA rule reads.

Westchester eats like Manhattan
Only two New York areas are on the top $92 M&IE tier: the city and Westchester County (Tarrytown, White Plains, New Rochelle). Westchester's room cap is a flat $168, lower than any month in the boroughs, yet its daily meal allowance is identical. Nassau ($172) and Suffolk ($163) sit one tier lower at $86. Binghamton is alone at the bottom, on $74.
Upstate lines that spike in July and August
Three upstate lines jump in July and August and nowhere else. Saratoga Springs and Schenectady go from $137 to $219, Glens Falls from $121 to $195. Lake Placid has a third level: $225 in its peak, $145 in March, April, May and June, and $170 in the remaining months. It is also the one New York area whose top cap went down, from $238 to $225.
Albany and Buffalo after the update
Among the areas that kept a single year-round cap in both years, Albany gained the most: $117 to $133. Buffalo changed shape rather than level; it had two values in FY2026 ($126 and $139) and now has one, $144. Utica, Rome, Jamestown and Elmira, like 11 of the state's larger Census places, are outside every area and use the standard rate.
New York's own gasoline series
EIA publishes a weekly gasoline price for New York State itself, so this page does not have to borrow a regional average. Regular averaged $4.380 in the week of October 5, 2026, $0.026 above the U.S. average of $4.354. Diesel has no state series and comes from the Central Atlantic (PADD 1B) figure.
