Duluth (St. Louis County) is seasonal, $220 in October, June, July, August and September and $159 from November to May, with $86. Rochester (Olmsted County) is flat at $139 with $80. Every other county takes the standard $113 and $68, from October 1, 2026 to September 30, 2027. In winter the Twin Cities are the slightly dearer stop: three nights from February 8 to 11, 2027 come to $781.00 at the federal maximum, against $778.00 in Duluth for the same dates. Duluth, the Minnesota rate that did not move

Every monthly figure for Duluth in the FY2027 file is identical to FY2026: $220 in October, June, July, August and September, $159 in the other months, and $86 of M&IE. Over the same switch of fiscal year the standard rate rose by $3, the Twin Cities by $5 and Rochester by $12. A Duluth claim prepared from last year's numbers is therefore still right, which is not true anywhere else in the state. The 5-month peak is long: it runs from June through October, so the cheaper season is limited to November through May.

Hennepin and Ramsey on the top meal tier

The Minneapolis / St. Paul area covers just two counties, and it sits on the highest M&IE tier GSA pays, $92 a day, and the GSA breakdown splits it into the meals you deduct when food is provided. Its lodging, $153, is lower than Duluth in summer. Rochester, on the $80 tier, gained $12 this year, the largest increase in Minnesota, and is now $14 under the Twin Cities on lodging and $12 under them on meals. For a week-long assignment in Olmsted County, that meal gap alone adds up to $78.00 over seven travel days. A three-tier state means meal deductions differ by place: a provided lunch costs $26 of M&IE in Minneapolis and $19 at the standard rate.

Washington, Dakota and Anoka counties stay on the standard rate

Large cities outside Hennepin, Ramsey, St. Louis and Olmsted counties have no line of their own, Woodbury (Washington County), Lakeville (Dakota County), Blaine (Anoka County), St. Cloud (Stearns County) and Eagan (Dakota County) among them. A trip there is paid $113 and $68, whatever the distance to the Twin Cities line.
